Humans have become part, or even wholly, machine. Motoko Kusanagi has assimilated completely into the network, becoming a "ghost in the shell." Her former partner, a cyborg named Bato, heads Section 9, the special task force in charge of human-machine relations. Together with Officer Togusa, still wholly human, Bato investigates mysterious murders perpetrated by female pleasure androids. Their quest takes them to corporate headquarters in the far north, where they unravel the secret of the killer machines.
